It is only created if you use the language switcher. If you never touch it, the site stores no cookie at all.
Local storage
Races you star are saved under the key "paddock365:favoritos" in the browser's local storage. It is not a cookie — it never travels with requests to the server and nobody but you can read it — but it is listed here so you know everything the site leaves on your device.
Why there is no consent banner
Article 22.2 of the Spanish LSSI-CE exempts from prior consent those cookies used solely to provide a service the user has expressly requested. Remembering the language you just chose is exactly that case, and no analytics or advertising cookies are used, which are the ones that would require consent.
If any non-exempt cookie were added in future, consent would be requested before installing it.
How to delete them
You can delete or block cookies from your browser settings, and clear local storage from the same site-data screen.
Deleting the language cookie makes the site pick a language from your browser settings again. Clearing local storage loses your starred races. Neither stops you from using the site normally.
